Permanent residency
in Paraguay.

Who it's for

For temporary residents who want to make Paraguay their long-term home.

Permanent residency lets you live in Paraguay indefinitely, and the permanent card is renewed every 10 years (Ley 6984/2022, Art. 59). You get it by changing category from temporary residency, applying within the 3 months before your temporary card expires. This is the step where economic solvency comes in: Resolution DNM 407/2026 of 28 May 2026, which applies to applications filed from 6 July 2026, asks you to prove it through one of 12 official categories, each with its own document list. Under Art. 2 of the same resolution, these categories also apply to permanent residency under the Mercosur Residence Agreement (Ley 3565/2008). Once you have permanent residency, plan to be in Paraguay at least one day every 3 years.

How it works.

  1. Plan your timing

We look at your temporary card's expiry date and your time abroad, and set the window to apply.

  2. Choose your solvency category

We match your situation to one of the 12 categories of Resolution 407/2026 and give you its document list.

  3. Gather your certificates

We help you get the four local certificates and any documents from abroad, apostilled and translated where needed.

  4. File at Migraciones

We go with you to file in person, with your ID, cédula, temporary card and solvency documents.

  5. Receive your permanent residency

We follow up with Migraciones until your permanent residency is issued.

Frequently asked questions.

When should I apply?

Within the 3 months before your temporary card expires. If it has already expired, you can still apply up to 1 month later and pay a fine. After that month, only an extension of temporary residency is possible.

Do I need a cédula before I apply?

Yes. The documents you file include your Paraguayan cédula, along with your ID, your temporary card, proof of any change in your personal details and your proof of solvency.

Is there a minimum amount of money?

No official minimum has been published. You prove solvency through one of the 12 categories of Resolution 407/2026, with documented, verifiable income.

Can owning property count as solvency?

Property owners are one of the 12 categories. You qualify with a title registered in your name in the property registry within the last 2 years, and Migraciones may also ask for proof of income from the property.

What if I spent more than a year abroad?

If you were out of Paraguay for more than one year during your temporary residency, you cannot switch directly. You apply for an extension of temporary residency instead (Resolution DNM 081/2026, Art. 1). We check this with you before you file.

This page is general information, not legal advice. Requirements can change, so we confirm the current list for your case before you file.
