Who it's for
For residents of Paraguay, temporary or permanent, who want their Paraguayan ID card.
The cédula is the Paraguayan identity card issued to residents, and it serves as your official ID in Paraguay. It is issued by the Departamento de Identificaciones of the Policía Nacional, not by Migraciones, and it is not automatic. Temporary residents can get one too, and it is valid for as long as their temporary residency. Once your cédula is in hand, we can also help you register your RUC, Paraguay's tax ID.
What Clarity Paraguay handles for you.
- Starting your Carnet de Registro de Extranjeros soon after you file for residency, because the card takes time.
- Helping you get your certificado de vida y residencia at your local comisaría or the Juzgado de Paz, with everything it asks for.
- Taking your INTERPOL and vida y residencia certificates for the Talento Humano and Comandancia stamps that Identificaciones requires.
- Getting the Certificado de Radicación from Migraciones and an authenticated copy of your residence card.
- Going with you to Identificaciones to apply for your cédula.
How it works.
-
File your residency
Your cédula starts with your residency application at Migraciones. Right after, we start your Carnet de Registro de Extranjeros.
-
Receive your residency card
Once your residency card is issued, we request your Certificado de Radicación and the authenticated copies.
-
Get your vida y residencia certificate
We help you get it at your neighborhood comisaría or the Juzgado de Paz. You go in person both to apply and to pick it up.
-
Get the stamps
Your INTERPOL and vida y residencia certificates are authenticated at the Dirección General de Talento Humano and legalized at the Comandancia de la Policía Nacional.
-
Apply at Identificaciones
We go with you to the Departamento de Identificaciones to apply for your cédula.
The full process, step by step
The cédula section of our residency guide lists the documents for temporary and permanent residents and the full order of the local steps.
Frequently asked questions.
Can I get a cédula without residency?
Usually not. The cédula is issued to residents of Paraguay, temporary or permanent, so the usual first step is applying for residency at Migraciones; once your residency card is issued, you apply for the cédula at the Departamento de Identificaciones, following the steps on this page. The exception is if your spouse is a Paraguayan citizen: then you can get the cédula first and the residency afterwards. Ask us how this works for your case.
Can temporary residents get a cédula?
Yes. Identificaciones lists requirements for both temporary and permanent residents. Temporary residents need a Certificado de Radicación from Migraciones and an authenticated copy of their residence card, and the cédula is valid for as long as their temporary residency.
Who issues the cédula?
The Departamento de Identificaciones of the Policía Nacional, not Migraciones. It is a separate step after your residency, and it is not automatic.
What is the certificado de vida y residencia?
A certificate you get at the comisaría (police station) for your neighborhood, or at the Juzgado de Paz. The comisaría usually asks for proof of address and copies of the cédulas of two Paraguayan neighbors, not family, as witnesses. It is valid for 6 months, and you need it for the cédula.
I am a professional. Do I need anything extra?
Permanent residents who are professionals bring a copy of their academic title, authenticated by the Paraguayan consulate and legalized by the Ministerio de Relaciones Exteriores.
